"Rules of the Game:  How State Policy Creates Barriers to Degree Completion and Impedes Student Success in the California Community Colleges"

This report, although "comprehensive" on the surface, does not address how the over-use of non-tenure track temporary faculty in the community college system impacts student success. 

WORSE, it recommends

  • more hiring "flexibility" (the "f" word when it comes to Non Tenure Track Temporary Employees)

  • and doing away with the 50% law that requires at least half of college funds go to classroom instruction.  It fails to explain how diminishing classroom funds and enhancing administration budgets can actually benefit STUDENT SUCCESS.
